Circulation & Resource Sharing Format Exceptions

This best practice outlines the core expectations for resource sharing among member libraries. 


The Core Mandate

Libraries will share any circulating resource with all member SEO libraries.


The "1/3 Rule" for New Formats

To protect libraries investing in emerging technologies or niche formats, the following exemption applies:

  • The Rule: If a new material format is purchased by less than 1/3 of membership libraries, it is exempt from "general circulating" rules.
  • The Result: These items may circulate at the home library only until the format becomes more widely adopted across the consortium.

Exceptions

Certain items are exempt from statewide delivery due to their proprietary nature, fragility, or size. Libraries are not required to loan the following:

  • Can we still share these items types?
    Yes. Libraries may choose to loan materials in the "exception" categories at their own discretion.
  • What about "Library of Things" items?
    Most "Library of Things" items fall under the equipment or kit categories and are generally exempt from sharing requirements.
  • How does SEO handle "New" status?
    The 1/3 rule is reviewed annually by the SEO Team. Contact SEO Support if you are unsure of the current adoption percentage for a specific format.
